It is undoubtedly extremely objectionable
that persons such
whose pecuniary circumstances

to render them dependent

the will of others, should be retained in offices of responsibility; but from the reports of the Chief Magistrate and Superintendent Police, and after a personal communication
on the subject, I am
induced to believe that Mr Caldwell's
objectionable position has not been caused
by
any reckless extravagance on
his
part, but from circumstances which are detailed in his own letter._
With this view
of the
case,
I venture to recommend Mr Caldwell's case to
Your Lordship's favourable consideration._
